He insisted on staying locked in a steel reenforced harness that has both the strap that goes between the legs and a collar. His "security detail" always held the keys, and when he had to go anywhere, the detail had to unlock the reigns going from the harness from a secured heavy steel ring riveted to the the wall, get walked to the next place, and relocked.
